Can i still welcome back the sim card i did not register with my NIN?
If YES, what are the requirements for that?
Yes you can as long as you can prove that the Sim is yours.

The requirements is that you provide your full name, 3 or 4 numbers you frequently call, the Sim pack and then go with your NIN. Remember to go with some cash you will pay certain amount for the Sim swap.

I recently went to do my welcome back
But I was told I wasn't up to 18
I should go back

Hmmm, are you the one that bought the SIM in the first place? If yes, go back from where you bought it from and see if they can help. However, the alternative way is to ask you senior siblings to register the SIM in their name.
