I want to open a PayPal account at First Bank in Sierra Leone.
You can't just go to bank and open PayPal account, all you need to do is to visit https://www.paypal.com/ and create an account.

Please can I receive money on my First Bank PayPal, or it only for buying online stuff?
Presently PayPal don't allow Nigerians to receive payment through their platform but can you use it to make payment online. However, you can still receive money through them if you have Foreign Paypal accounts. There are also some guys who can buy the money in dollars and give your naira.
